  1. In stockpot over medium-high heat, heat oil. Add carrot, onion, diced red pepper and garlic. Saute until onion is translucent, 3 to 5 minutes.
  2. Stir in chili powder, crushed red pepper, salt and black pepper. Reduce heat to low. Cook, stirring occasionally, 10 minutes.
  3. Add remaining ingredients except limes. Mix well. Cook over medium-high heat until mixture comes to a boil. Reduce heat. Cover. Simmer 20 minutes.
  4. Serve each portion with a lime wedge (squeeze juice over top, if desired).
