  1. In stockpot over medium-high heat, heat oil. Add onion and garlic. Saute until onion is translucent, 3 to 5 minutes.
  2. Reduce heat to medium. Add flour. Whisk until well blended. Cook, whisking often, 4 minutes. Do not brown.
  3. Stir in broth, salt, and pepper. Whisk until well blended. Cook, whisking constantly, until mixture thickens and boils.
  4. Add broccoli. Return to a boil. Reduce heat. Simmer, stirring often, until broccoli is very tender, 40 to 50 minutes.
  5. In a heatproof blender or with an immersion blender, blend soup until smooth, 3 to 5 minutes. Serve hot.
