  1. In saute pan over medium-high heat, heat oil. Add green pepper, onion, celery, jalapeno and garlic. Saute until vegetables are tender-crisp, 2 to 3 minutes. Stir in broth.
  2. Add remaining ingredients. Bring to a boil. Reduce heat. Simmer until vegetables are tender, 5 to 6 minutes. Remove bay leaf.
  3. Cover. Keep hot for service or use as directed in recipe.
