  1. In pan or steamer basket, steam carrots until tender-crisp, 8 to 10 minutes. Rinse with cold water to stop the cooking process. Drain.
  2. Get grill very hot. Add carrots and scallions to pan until grill marks form and vegetables are heated through, 2 to 3 minutes on each side. Cut scallions into 1-inch pieces.
  3. Toss hot vegetables with remaining ingredients.
